If nothing else has worked, you must download and reinstall ‘Windows XP Service Pack 2′.  You can do so by following this link

    Thank you so very much. This fixed my firewall problem. Going to the windows website is like looking for a needle in a haystack. This fixed it with minimal effort.

    Thanks, It works. after restarting windows, "netsh firewall reset" in cmd. it’s okay now.

    OH great finally fixed it
    I almost had to go buy windows 7 cos i couldnt fix it but i didnt want to stop using xp cos ive had it since i made the wheel thanks alot
