Balloon tips are the short descriptions that appear in a yellow callouts (balloons).  These can become very annoying.  To solve this problem, balloon tips can easily be disabled.

To do this, you must download and run a file found here.

(If you wish to re-enable the balloon tips, use this file.)

Right click the above link and choose "Save Target As…" or "Save Link As…"

Once the file is downloaded, double click it, and choose yes when asked "Are you sure you want to add the information…"

Finally you must restart your computer.
